Short Description
Athi Water Works Development Agency invites qualified consulting firms to develop realistic business and financial plans for ten water service providers under the Kenya Towns Sustainable Water Supply and Sanitation Program. The assignment includes performance assessment, financial modelling, management planning, staff training and implementation support.
Opportunity overview
The consultant will review existing business plans, audited or available financial statements, operational reports and institutional information. The assignment will assess each provider’s current operational and financial performance, market environment, service-delivery challenges and the effect of programme investments on utility operations.
Based on the findings, the consultant will prepare realistic business plans, financial models and management plans for the participating providers. The plans should address revenue generation, operating costs, service coverage, financial sustainability, investment priorities, organisational performance and implementation arrangements.
The firm will also conduct workshops and staff training and provide technical assistance to support adoption and implementation of the completed business plans. The consultancy is expected to be completed within 6.5 months.
Requirements and eligibility
At least 10 years of general consulting experience.
Preparation of at least three business plans for water utilities during the last five years.
Experience working under similar conditions in Sub-Saharan Africa or other developing countries.
Experience with donor-funded projects, preferably African Development Bank-financed assignments.
Availability of suitable personnel, including a water supply and sanitation engineer, financial analyst or economist, and legal expert.
Consultants may associate through a joint venture or sub-consultancy to strengthen their qualifications. Selection will follow the Quality and Cost Based Selection method.
