Support the establishment and operation of the project’s monitoring and evaluation system. Short Description

SIRAT SA seeks an experienced Monitoring and Evaluation Specialist to support the Cotonou Stormwater Drainage Programme Support Project. The 12-month consultancy will strengthen performance monitoring, data management, results reporting and evaluation of urban drainage and flood-resilience activities.

Opportunity overview

The Government of Benin, through SIRAT SA, is recruiting an individual Monitoring and Evaluation Specialist for the Cotonou Stormwater Drainage Programme Support Project.

The specialist will support the project coordination team in monitoring physical, financial and institutional implementation. The assignment will include maintaining the project results framework, tracking output and outcome indicators, collecting and validating information from technical teams and works sites, and preparing periodic monitoring reports.

The consultant will analyse progress against approved work plans, identify delays and implementation constraints, and support the preparation of corrective actions. The specialist will also contribute to project reviews, supervision missions, evaluations, reporting to the Government and financing institutions, and documentation of lessons learned.

The wider programme includes stormwater collectors, retention infrastructure, road improvements, urban facilities, institutional capacity building and public-awareness activities designed to reduce flooding and strengthen climate resilience in Cotonou.
