Short Description
SIRAT SA seeks an experienced Monitoring and Evaluation Specialist to support the Cotonou Stormwater Drainage Programme Support Project. The 12-month consultancy will strengthen performance monitoring, data management, results reporting and evaluation of urban drainage and flood-resilience activities.
Opportunity overview
The specialist will support the project coordination team in monitoring physical, financial and institutional implementation. The assignment will include maintaining the project results framework, tracking output and outcome indicators, collecting and validating information from technical teams and works sites, and preparing periodic monitoring reports.
The consultant will analyse progress against approved work plans, identify delays and implementation constraints, and support the preparation of corrective actions. The specialist will also contribute to project reviews, supervision missions, evaluations, reporting to the Government and financing institutions, and documentation of lessons learned.
The wider programme includes stormwater collectors, retention infrastructure, road improvements, urban facilities, institutional capacity building and public-awareness activities designed to reduce flooding and strengthen climate resilience in Cotonou.

Requirements and eligibility
Applicants should possess an advanced university qualification in monitoring and evaluation, statistics, economics, planning, project management, development studies or a related discipline.
Candidates should demonstrate relevant experience in:
Developing and managing results frameworks and performance indicators
Collecting, validating and analysing project information
Preparing monitoring, evaluation and implementation-progress reports
Supporting infrastructure or development programmes
Working with government agencies and development-finance institutions
Using data-management, statistical and reporting tools
Communicating professionally in French

Benefits, funding and compensation
The selected candidate will receive a 12-month individual consultancy contract financed through the African Development Bank and Africa Growing Together Fund-supported project.
