Scope
The assignment includes:
Reviewing AfDB requirements, national regulations, project permits, previous reports, ESIAs, ESMPs and RAP documentation.
Preparing an inception report containing the audit methodology, work plan and assessment criteria.
Conducting project-site inspections, field assessments and stakeholder consultations.
Assessing environmental and social risks, impacts, compliance gaps and implementation of mitigation measures.
Holding opening and closing meetings with AWWDA and AfDB project teams.
Preparing a synthesis report, Environmental and Social Audit/ESMP Completion Report and RAP Completion Audit Report.

Athi Water Works Development Agency invites qualified consulting firms to conduct an environmental and social compliance completion audit for the Kenya Towns Sustainable Water Supply and Sanitation Program in the Athi Cluster. The six-month assignment will review safeguards documentation, inspect project sites, consult stakeholders and prepare final ESMP and resettlement-completion audit reports.
Opportunity overview
Athi Water Works Development Agency requires an independent consulting firm to evaluate the Athi Cluster programme’s compliance with applicable environmental and social obligations. The consultant will examine AfDB safeguard requirements, Kenyan legal and regulatory frameworks, environmental permits, approved project instruments, previous monitoring reports and implementation records.
The firm will undertake field inspections and stakeholder consultations to verify environmental and social performance, identify outstanding risks or non-compliance, assess implementation of mitigation and resettlement commitments, and determine whether corrective actions remain necessary before programme closure.
The selected firm will present and validate its findings with AWWDA and AfDB project teams and prepare the required completion-audit deliverables, including a summary synthesis report, a comprehensive Environmental and Social Audit/ESMP Completion Report and a RAP Completion Audit Report.
Requirements and eligibility
At least 10 years of general consulting experience.
Completion of at least three environmental and social audits of water and sanitation projects, including large infrastructure projects.
Experience implementing or auditing ESIAs, ESMPs and RAPs for AfDB or other development-finance institution programmes during the last five years.
Experience working in Sub-Saharan Africa or comparable developing-country environments.
Experience with donor-funded projects, preferably African Development Bank-financed assignments.
Availability of appropriate personnel, including an environmentalist, occupational health and safety expert, social safeguards expert and resettlement-action-plan expert.
Firms may associate through a joint venture or sub-consultancy. Selection will follow the Quality and Cost Based Selection method.

Benefits, funding and compensation
The successful firm will receive a six-month professional consultancy contract financed under the African Development Bank-supported KTSWSSP. The contract value, fee structure and payment schedule are not stated in the Expression of Interest and will be defined during the request-for-proposals and contracting stages
