Opportunity overview

The GIZ Strong Water Utilities Programme supports improvements in the performance and technical capacity of Jordan’s three principal water utilities.

The programme works with the Jordanian water utilities, the Water Authority of Jordan, the Ministry of Water and Irrigation and the National Conveyor Project Management Unit.

Its main areas include reducing physical and administrative water losses, improving energy efficiency, increasing desalination capacity, strengthening wastewater-treatment operations and improving rural drinking-water services.

Jordan faces extreme water scarcity, climate-change impacts and continued depletion of overused groundwater resources. The desalination component therefore supports partner institutions in managing existing desalination facilities and planning new schemes using modern, appropriate and cost-efficient technologies.

The Desalination Advisor will provide specialised technical advice on the planning, operation, management, regulation, environmental performance, rehabilitation and optimisation of desalination facilities.

The advisor will also contribute to the management of the Aqaba-Amman Water Desalination and Conveyance Project and strengthen the capacity of counterpart institutions and laboratory personnel.

• Advise project partners on desalination-facility planning, operation and management.

• Provide guidance on desalination regulation and environmental-impact considerations.

• Support the rehabilitation and optimisation of existing desalination facilities.

• Prepare cost analyses, performance analyses and rehabilitation proposals.

• Review feasibility studies, design concepts and other desalination-project documents.

• Review operation and maintenance contracts.

• Review energy concepts and financial concepts associated with desalination projects.

• Develop standard operating procedures for desalination processes.

• Strengthen the capacity of counterpart staff in managing large-scale desalination projects.

• Support the build-operate-transfer contract management of the Aqaba-Amman Water Desalination and Conveyance Project.

• Work with the National Conveyor Project Management Unit.

• Support capacity development for the Water Authority of Jordan laboratory.

• Prepare tender documents and supervise consultants.

• Support project cost monitoring, impact monitoring and reporting.

• Support the project team leader in reporting to the German Federal Ministry for Economic Cooperation and Development.

• Undertake frequent official travel as required.

Requirements and eligibility

Senior professional with many years of relevant desalination and water-treatment experience

Applicants must hold a master’s degree in desalination, process engineering or a comparable scientific or engineering discipline.

Candidates must have many years of professional experience in the planning, design, construction, operation and optimisation of water-desalination facilities.

Applicants must demonstrate substantial experience with seawater and brackish-water reverse-osmosis systems.

Candidates must have several years of experience providing technical advisory services and project supervision for desalination projects.

Relevant experience should include design review, construction supervision, commissioning and performance testing.

Applicants must have practical experience operating, troubleshooting and assessing the performance of desalination plants.

Candidates should understand membrane fouling, membrane scaling, energy optimisation and process improvement.

Applicants must demonstrate experience preparing or reviewing technical specifications, tender documents, bills of quantities and technical evaluations.

Candidates must have experience working in international development-cooperation projects financed by bilateral or multilateral development partners.

Applicants must be willing to undertake frequent business travel.

Experience:

• Previous professional experience in Middle Eastern countries.

• Knowledge of the Jordanian or regional water sector.

• Experience supporting large-scale desalination and water-conveyance projects.

• Knowledge of German and/or Arabic.

Lang:

Business-fluent English is required. Knowledge of German and/or Arabic is desirable.

Assignment period and travel:

The assignment is scheduled from 1 October 2026 to 31 July 2028.

The duty station is Amman, Jordan.

Frequent business travel is required.

The security situation requires heightened vigilance, and GIZ staff must comply with country-specific security-risk-management measures.
